There are several things about Is There Anybody Out There that indicates that the answer to this question isn't that simple:

• The Master of Ceremonies sections on both discs make mention of Earl's Court which puts at least some of the recording between August 4th and August 9th 1980 or between June 13th and June 17th 1981.
• The "sayings" before 'Run Like Hell' does not match any known sayings. As the only date that had not been accounted for was February 11, 1980 in Los Angeles, it is likely that at least 'Run Like Hell' was recorded in Los Angeles.
• The credits list the both guitarists that toured in seperate years.

On top of this, the songs on the album are of varying quality both in terms of hiss and in terms of the voices of those doing the singing. It's pretty clear that many dates spanning 1980 and 1981 were used to form a complete concert album.
